【59】景気対策法案と豚肉

 景気対策法案が米国議会で可決された。同法案は議会では、歳出を拡大せずに減税に重点を置く共和党の強い抵抗にあった。共和党は同法案をpork-filled(豚肉でいっぱい)、earmark-laden(耳標だらけ)であると反対したのに対し、民主党はpork-free(豚肉なし)であると反論した。porkとearmarkは同じ意味で、earmarkも豚と関連している言葉。景気対策になぜ豚が関係するのか?(鳥居英晴) 
 
 英文メディアは同法案をstimulus packageなどと呼んでいるが、正式な名称はAmerican Recovery and Reinvestment Act of 2009(米国再生再投資法案)。民主党がstimulusではなくrecoveryを選んだ理由について、ニューヨーク・タイムズ紙(2008年11月25日)のCarl Hulseは次のように説明している。 
 
 And “stimulus” ― a buzzword from earlier this year ― combines bureaucratic wonkiness with the concept of shock therapy, Democrats worried. 
But “economic recovery,” they figured, somehow sounds more substantial and optimistic ― We can lick this thing ― and stirs thoughts of successful New Deal initiatives. 
 
 (今年に入ってから流行言葉であったstimulusは、官僚的なくそまじめさとショック療法という考えとが結び付いていると民主党は心配した。だが、economic recoveryは何となくより内容があって、楽観的に聞こえ、成功したニューディール政策を思い起こさせると考えた) 
 
 共和党の主張はこうである。 
 
 Republicans, who insist that tax cuts are the fastest way to economic recovery, say the Obama- and Democrat-supported House bill is loaded with pork and would create a financial disaster.(San Francisco Chronicle 2月9日)

 porkについて、ウェブスターは豚肉という意味のほかに、“government funds, jobs, or favors distributed by politicians to gain political advantage”(政治家が政治的利益を得ようと政府資金、仕事など世話をやくこと)と定義しており、いわば「利益誘導」「ばらまき」にあたり、税金の無駄使いを意味する。 
 
 関連する言葉にpork barrelがある。pork-barrel politics、 pork-barrel project、 pork-barrel spendingなどの言葉がある。もともと豚肉保存用のたるを意味する言葉だが、ランダムハウス英和大辞典は「連邦議会議員が選挙区の利益のため政府の補助金を獲得すること;そのための法案、政策」と説明している。 
 
 pork barrel がなぜそのような意味を持つようになったかは、Wikipediaに詳しい説明がある。 
 
 The term pork barrel politics usually refers to spending that is intended to benefit constituents of a politician in return for their political support, either in the form of campaign contributions or votes. In the popular 1863 story "The Children of the Public", Edward Everett Hale used the term pork barrel as a homely metaphor for any form of public spending to the citizenry.

  After the American Civil War, however, the term came to be used in a derogatory sense. The Oxford English Dictionary dates the modern sense of the term from 1873.By the 1870s, references to "pork" were common in Congress, and the term was further popularized by a 1919 article by Chester Collins Maxey in the National Municipal Review, which reported on certain legislative acts known to members of Congress as "pork barrel bills", and claimed that the phrase originated in a pre-Civil War practice of giving slaves a barrel of salt pork as a reward and requiring them to compete among themselves to get their share of the handout. More generally, a pork barrel (presumably holding the less-perishable salt pork) was a common larder item in 19th century households, and could be used as a measure of the family's financial well-being.

 pork barrelより先pork がこうした意味で使われたとする説もある。 
 
 For some time I had thought that “pork” was merely a shortening of “pork barrel.” But according to Mencken’s “American Language,” that’s not the case. “Pork” was used as a pejorative for this kind of spending back in 1879; “pork barrel” he found later, in 1913.  これに関連する慣用句として“bring home the bacon(pork)”がある。「生計を支える、暮らしを立てる」という意味だが、「利益誘導する」という意味でも使われる。

 I will say it again -- there will be no earmarks in this economic recovery plan. I know it's Christmas. I know it's the Christmas season. But President-elect Obama and I are absolutely determined that this economic recovery package will not become a Christmas tree.

 earmarkは家畜を識別するために耳につけるマークのこと。earmarkもChristmas tree もここではporkと同じ意味である。 
 
 Conservapediaはearmarkを次のように説明している。 
 
 The term "earmark" comes from cattle and hog slaughtering houses. When cattle are being loaded for slaughter, a particular animal may be singled out for a special purpose, such as breeding; the animal would receive an earmark, so those loading the cattle would see the earmark, and direct the particular animal for its individual purpose. In much the same way, as money is being appropriated for operations of the federal government, or as "appropriations are being loaded", an earmark designates funds to be spent in a specific Congressional members state or district.

 一方、Christmas tree とはChristmas tree billのことで、法律の骨子とは直接関係のない部分に繰り返し修正を加えて種々の特定の利益集団を有利にする法案(ランダムハウス英和大辞典)を意味する。 
 
 同様の意味を持つのがpet projectである。オバマ大統領は、2月9日の就任後初めての記者会見で景気対策法案に関連して、こう述べている。 
 
 What it does not contain, however, is a single pet project, not a single earmark, and it has been stripped of the projects members of both parties found most objectionable. 
 
 (法案には一つのpet projectも、一つの earmarkも含んでいない。両党の議員が最も反対する事業は外されている) 
 
 pet projectやpork-barrel projectと同じような意味でbridge to nowhere(行き先のない橋)がある。Time(1月16日)に次のような記述がある。 
 
 Despite what Obama has promised, Oberstar is the first to admit that there is no real way to prevent projects like the Bridge to Nowhere, the controversial $185 million earmark requested by former Alaska Senator Ted Stevens for an island with a population of 50. Though the bridge was never built, the earmark became a symbol for congressional excess and waste.

 ここでの橋は Gravina Island Bridgeのこと。アラスカ州のbridge to nowhereの一つだ。 
 
 ニューヨーク・タイムズのMartin Facklerは、日本が行った景気対策から教訓を得ようと島根県浜田市をルポした。Japan’s Big-Works Stimulus is Lesson(日本の大型景気対策は教訓)と題する記事(2月5日)にbridge to nowhereの表現がある。 
 
 In Hamada, residents say the city’s most visible “hakomono,” the Japanese equivalent of “white elephant,” was its own bridge to nowhere, the $70 million Marine Bridge, whose 1,006- foot span sat almost completely devoid of traffic on a recent morning. Built in 1999, the bridge links the city to a small, sparsely populated island already connected by a shorter bridge. 
 
 (浜田では、住民は同市で一番よく目につく「ハコモノ」(white elephantの日本版)はそのbridge to nowhereである。7000万ドルの浜田マリン大橋で、全長1006フィートの橋は、ある朝訪れると車の通りはほとんどなかった。1999年に建設された橋は、短い橋で既につながっていた小さな、住人が少ない島と同市を結んでいる) 
 
 white elephantは「使い道がないのに維持費が高くつく持て余し物」という意味。Wikipediaに次のような説明がある。 
 
 The term derives from the sacred white elephants kept by Southeast Asian monarchs in Burma, Thailand, Laos and Cambodia. To possess a white elephant was regarded (and is still regarded in Thailand and Burma) as a sign that the monarch was ruling with justice and the kingdom was blessed with peace and prosperity. 
 
 (この言葉はビルマ、タイ、ラオス、カンボジアの東南アジアの国王が所有していた聖なる白象からきている。白象を持つことは、国王が公正に治め、王国が平和と繁栄を享受しているというしるしと見なされた(タイとビルマでは今でもそうだ)。 
 
  Because the animals were considered sacred and laws protected them from labor, receiving a gift of a white elephant from a monarch was both a blessing and a curse: a blessing because the animal was sacred and a sign of the monarch's favour, and a curse because the animal had to be kept and could not be put to practical use to offset the cost of maintaining it.
